* Water Supply and Sanitation Expert (Code: 02)
* Requirements: Bachelor's or Applied Bachelor’s Degree (S1/D4) in Civil Engineering, Sanitary Engineering, or Environmental Engineering with at least 3 years of experience. Must possess a Junior Expert Certification in Water Supply Engineering or Environmental Engineering.

## General Requirements for Applicants

* Possess strong facilitation skills to engage government officials and local communities at village, sub-district, and regency levels across preparation, planning, execution, and post-execution stages.

* Willingness to be deployed across all operational zones of the PKE Integrated Program in Lumut Nauli Village, Lumut District, Central Tapanuli Regency, for Fiscal Year 2026, and reside directly at the project site.
## Core Responsibilities by Position
Each selected candidate will execute specific duties tailored to their professional expertise to maintain project transparency, structural integrity, and timely delivery.
1. Team Leader Responsibilities
* Deliver prompt reports to the Commitment Making Officer (PPK) to facilitate fast decision-making regarding minor works, site condition restorations, and detailed engineering adjustments.
* Coordinate all technical experts and supporting staff systematically while inspecting field operations and guiding construction providers regarding contract expectations.
* Facilitate social engagement and community assistance programs throughout the execution of the extreme poverty alleviation initiatives.
* Ensure contractors fully understand contract documents, execute work according to specifications and blueprints, and apply safe construction methods suited to local site conditions.
* Inspect work progress regularly, verify quantities, review working drawings, and recommend the acceptance or rejection of non-compliant materials or equipment.
2. Water Supply and Sanitation Expert Responsibilities
* Adhere strictly to construction service regulations, occupational health and safety (K3), and environmental quality control standards.
* Prepare and execute commissioning activities for pipeline distribution networks and sanitation facilities.
* Conduct regular site inspections for water and sanitation zones, ensuring contractors strictly follow technical specifications.
* Review construction drawings, monitor daily work progress against approved schedules, and report discrepancies directly to the Team Leader.
* Supervise the creation of accurate as-built drawings prior to provisional handover and maintain comprehensive design archives.
3. Road and Building Structure Expert Responsibilities
* Apply safety protocols, environmental controls, and quality assurance guidelines across all structural and road construction tasks.
* Supervise commissioning trials for structural engineering components and compile detailed testing reports.
* Verify structural design calculations, evaluate construction methodologies, and perform routine field inspections.
* Monitor daily progress schedules, review completed work volumes, and provide formal recommendations for monthly contractor payments.
* Maintain complete archives of daily logs, weekly progress summaries, and design modifications.
4. HSE / Construction Safety Expert Responsibilities
* Supervise compliance with construction safety requirements to promote orderly and safe project execution.
* Manage the implementation of the Construction Safety Management System (SMKK) and update related documentation.
* Collaborate with the contractor's HSE team to identify workplace hazards, assess impact probabilities, and formulate preventive safety programs.
* Monitor environmental management implementations to minimize negative ecological impacts caused by construction activities.
* Investigate workplace incidents, analyze root causes, and enforce corrective and preventive actions.
5. Inspector and Supporting Staff Responsibilities
* Examine site readiness, inventory inspection tools, and conduct periodic field reviews.
* Verify material mock-ups submitted by contractors for structural, water supply, and sanitation works.
* Identify potential workplace hazards, record daily findings, and report operational constraints directly to the Team Leader.
* Manage project correspondence, maintain digital and physical archives, and organize meetings for administrative personnel (Secretaries and Administrators).
* Review architectural blueprints, update digital layouts based on site modifications, and ensure all drafts comply with prevailing technical and safety standards (Drafters).
## Administrative Terms and Conditions
